Understanding Interstate Moving Regulations

Interstate moving is federally regulated and requires compliance with specific rules established by the Federal Motor Carrier Safety Administration (FMCSA).

These regulations exist to protect consumers during state-to-state relocations and ensure that moving companies operate with proper licensing, insurance, and transparent business practices. For general long-distance service information, visit our long-distance moving page.

This guide explains the key regulations, required documentation, delivery timelines, and what customers should verify before hiring an interstate mover.

FMCSA Compliance & Federal Requirements

What is FMCSA?

The Federal Motor Carrier Safety Administration (FMCSA) is a division of the U.S. Department of Transportation that regulates interstate moving companies. All legitimate interstate movers must register with the FMCSA and obtain a valid U.S. DOT number.

Required Licensing for Interstate Movers

Professional interstate moving companies must have:

MC (Motor Carrier) Number – Issued by FMCSA for commercial transport authorization

State Operating Authority – Additional licensing as required by origin and destination states

Valid Insurance Coverage – Liability and cargo insurance as mandated by federal law

Interstate vs. Intrastate Regulations

Interstate moves (crossing state lines) are governed by federal regulations, while intrastate moves (within a single state) are regulated by state laws. It is critical to hire a mover with proper federal authorization for any relocation involving multiple states.

Bill of Lading: Required Documentation

Bill of Lading: Required Documentation

A Bill of Lading (BOL) is a legally binding contract between the customer and the moving company. It serves as both a receipt for goods being transported and a detailed inventory of items included in the shipment.

Customer Responsibilities

Customers should carefully review the Bill of Lading before signing, verify that all listed items are accurate, and keep a copy throughout the move. Any disputes regarding the shipment must reference the BOL as the official record.

Delivery Timelines & FADD Regulations

First Available Delivery Date (FADD)

The First Available Delivery Date (FADD) is the earliest date your shipment can be delivered based on mileage and logistics. FMCSA regulations require movers to clearly communicate the delivery window to customers before the move begins.

Typical delivery windows are calculated based on distance and can range from 3–21 business days depending on the origin and destination.

Mileage-Based Delivery Windows

These are general estimates. Actual delivery times depend on factors such as route, weather, and scheduling.

What Customers Should Confirm

Before pickup, customers should confirm the FADD, understand the agreed-upon delivery window, and have direct contact information for the moving company to receive status updates during transport.

What Customers Should Verify Before Hiring an Interstate Mover

Not all moving companies operate legally or ethically. Before hiring an interstate mover, customers should verify the following to avoid scams, delays, or disputes.

STEP 01
Verify DOT and MC Numbers

Check the mover's U.S. DOT number and MC number on the FMCSA website (safer.fmcsa.dot.gov). This confirms the company is federally authorized to perform interstate relocations.

STEP 02
Request a Written Estimate

Legitimate movers provide written estimates based on an in-person or virtual inspection of your belongings. Avoid companies that provide quotes over the phone without assessing shipment size.

STEP 03
Confirm Insurance and Liability Coverage

Ask about the mover's insurance policy and available valuation coverage options. Federal law requires movers to offer basic liability coverage, but customers can purchase additional protection.

STEP 04
Review the Bill of Lading Carefully

Do not sign a blank or incomplete Bill of Lading. Ensure all terms, pricing, delivery dates, and inventory details are clearly documented before the move begins.

STEP 05
Understand Payment Terms

Be cautious of movers requiring large upfront deposits or cash-only payments. Standard practice is to pay a deposit (typically 10–25%) with the balance due upon delivery.

STEP 06
Confirm Delivery Timeline

Ask for a clear FADD and delivery window. Avoid movers who cannot provide a realistic timeline or refuse to commit to delivery dates in writing.
